My Lord,
I have the honour to invite Your
Lordship's attention to my secret despatch, dated the 1st of October, 1927, to Mr. W.T. Southorn's despatch, secret (3) dated the 23rd of November, 1928, and to Sir Miles Lampson's despatch to the
4 Foreign Office, No.138 of the 16th of September, 1929, on the subject of the protection of British subjects of Chinese race in China, and to inform Your Lordship that I took advantage of the visit to
Hong Kong of Mr. A.M. Goodman, Secretary for Chinese Affairs at Singapore, Mr. P.T. Allen, Secretary for Chinese Affairs of the Federated Malay States, and Mr. C.S. Moss, His Majesty's
Consul-General at Canton, to arrange for a
discussion on this subject between them and
Mr. E.R. Hallifax, Secretary for Chinese Affairs
in this Colony. The conference was held on the 13th of November, 1929, after all members had had
access to the relevant documents, and I attach a
verbatim
copy to F.0.6.
